WIP BeforeBed

Sorry for being away, I have a lot of notes to answer but I've been extremely busy from easter til now, and of course windows update had to screw up my tablet and many others >.>
For anyone suffering the current issue and don't want to rollback to a previous update, I followed this guide and it worked for me -

1- Open notepad and type in the following two lines:

# Use WinTab UseSystemStylus 0 

save that file as "PSUserConfig.txt"

2- open file explorer and navigate to: C:\Users\USERNAME\AppData\Roaming\Adobe\Adobe Photoshop CC 2018\Adobe Photoshop CC 2018 Settings

3- Drag and drop "PSUserConfig.txt" in and restart photoshop
